fallout 3.exe and launcher will not run

windows shows, reports there are two devices. both devices are need to be connected to the PC.

 

so, this means you have only the TV set as one device ,that means the PC has two output devices, #2 you get a blank screen, so set it to #2 and allow it to remain blank, disconnect the cable from the TV set at the PC side and connect it to the other port on the PC. the VGA port.

 

Not the video card port. there are two ports there, as the PC system shows the hard ware IS there.

watch the TV when you do it, listen to the sound of the new driver device install wizard start up.

 

when you finally get a screen on device #2, reboot the PC.

 

wait, that shot shows the #2 is greyed out//....that is what we need ..!! that greyed out thing is the missing data, there is no data for it to use because th drivers for that port are not installed.

theres only one vga port in my whole set up and thats the one that goes into the motherboard. im in vga mode now, had to remove my graphics card though

ok correct, now please uninstall any graphics drivers you have installed prior to all of this ,have a drivers CD ready, that system needs to install only the mother boards drivers "First" (1rst), then you are free to develop all the other things, but you need to qualify the detection system of the OS first, match every thing correctly.

 

If you try to force things while having later model drivers in place, the system will NOT allow you to change it.\

It's called starting clean. Raw, virgin Environment, windows 8.1 Virgin drivers will run fallout 3 just fine, and it will install the correct standard drivers built in. but you own a hybrid board, so you need to make sure the OS has the right ones, it may not?

 

your PC came with a disc from msi ,it should auto load.

 

 

but before installing 1 file, make sure on reboot the fomm program sees the new hardware, if still not, set your display to use which ever is the main board as port, there should not be any detection of 2 devices, only one possible selection should show up in the system.

 

in that regard, now you can program the machine correctly. Once programed, you can upgrade that. once that is upgraded ,ever if the fomm still sees the hard ware, now your ready to instal the add on graphics card and do that one, this time, the software packages in it's installer will see the original drivers and use parts of them, and it will also instal different software ta boot !

i havent got any discs, my friend built the pc 4 years ago. its taken me over an hour to getit to recognise the graphics card and now its saying it cant start (code 19) what ever that means. now it will only use vga and the gpu pretty much doesnt exist. iv installed and uninstalled the drivers over and over again and im getting nowhere. im going to give up now because im about to smash this pc into pieces. il build a new rig at the end of the month and install win7 on it instead. thanks for all your help and time xx

I know the feeling, a lot of people and companies are in the house of cards your in, including IBM, Hewet Packard, just to name a few, so no, it's not your fault. It is frustrating.......but take your time , think about things. use windows update to see if IT will install the correct software.

On ATI's web sit for the drivers, there are removal tools there to get a clean system prepped and ready. that tool might fix the error code getting generated. Get you where you need to be fresh and clean.

pc will no longer show any picture with the gpu plugged in. on vga it wont go past the windows logo saying theres an error so the whole machine is useless. going to dismantle it now.

with what ever system you used for this post as it seems theother one is down, post the issue here (http://www.amdsurveys.com/se.ashx?s=5A1E27D25AD12B5A). Contact an admin here and explain your situation. can't get involved with accounts and things.

 

But, "If you are experiencing a problem with the AMD Catalyst", there is no listing for fallout 3 on their web site, only later model games.

In your post there or submission's, at the bottom, you can lay out the story and post links to this forum of all that was covered , leading up to this situation. Some one will contact you.

 

(NOTE: The AMD Clean Uninstall Utility is designed to be supported only on systems running Microsoft Windows® 7 and Windows 8/8.1.)

 

Also note, they use language that refers to "may" which means may or may not work. The PC is 4 years old, it should still be covered by 8.1 version.

 

Know that the iso imagages from MS download distrabution require a Hard line/IDE/Isata / sata direct cd-rom reader to keep inram device drivers and the new operating system disables all devices in favor of Virtual loading....AKA no usb access. Some cd roms "Toshiba" "LG" will not load during 8.1 set ups, most older PCs lose the Boot records after the iso loads too.

hi purr4me sorry for the late reply, been reinstalling windows and sorting out backups for the new pc coming. Reinstalled win7 and fo3 installed perfectly, currently in the midst of installing 200+ mods! i am NEVER going near windows 8 again! once again, thanks for all your help over the last few days, definatley learned a few new things and fixed a couple of other issues i had thanks to you :)

It was all my pleasure to assist in any way I can. Like I said, the house of cards, or the boat you "were in" is shared among many. Many a frustrated people and companies over windows 8.

 

See, it is not just games effected, it's a lot of other app's too. & pretty solid once you get it all tied down tight. The very first day, that is ME, when i tried out the DEV version downloaded directly from MS, I posted a screen shot in my gallery. At that stage, things were Good, and I was slightly miffed that after 3 days, it all went to hell. Nothing I did could fix the terrible tablet updates pouring into my system uncontrollable by the company, this was a demo too. Why?....I tore it apart, I found out what made it tick, when I found out what was in it, It found a waste can really fast. I wiped all the data, Games, every thing,. No traces of 8.

 

Now I have VM's of all the researched data and discovered VM ware hides ports from MS, Blocks screen display drivers they used, can't put any thing on a desktop in a VM with windows 8 any version period.

Of all the people here that could have help you ,I was the only one that had been thru all you went thru, I was worried , and you still need to deal with the other matter here too. Unless taken care of already? not my business.

 

Just need to know your happy that's all. I stick by all that require help. Thick an thin.
