Liberty Prime is much bigger, has much cooler phrases, can break through a massive forcefield, throws mini nukes and has eye lasers. Horrigan has a sword and blaster. Case closed.

But Liberty is totally scripted and you can't do s*** with him, and Frank's very description is:" "genetically engineered cyborg psycho total homicidal maniac", "a supermutant in power armor" and having been witnessed laughing off plasma rifle fire and punching Deathclaws and armored humans in half, he is one of the deadliest entities that has walked the Wasteland. " Also I don't have anything against Liberty, I wanted the eat the enclave a bit by bit when "you know what" happened to it but I think Frank is in boundaries of normal.
