Elite riot gear stats replacer

Elite riot gear is my favorite armor in the game, but in order to min/max I'm forced to use something else. If someone could mod the armor to have these specific stats, I'd be pretty darn pumped.

 

- Vanilla armor stats

DT: 22

Item HP: 750

Crit chance: +5

Guns: +10

CHR: +1

Weight: 23

 

- Vanilla helmet stats:

DT: 6

Item HP: 100

Speech: +5

PER: +2

Weight: 6

 

- Requested armor stats

DT: 22

Item HP: infinite

Crit chance: +10 (to void the "light touch" perk, or preferably if it's just as easy keep the +5 but make it light armor instead of medium)

Guns: +10

Energy weapons: +10

CHR: +1

Weight: 20

 

- Requested helmet stats

DT: 6

Item HP: infinite

Crit chance: +5

LCK: +1

PER: +2

Speech: +5

Weight: 5

 

That's it! If someone could make this happen, I'd be extremely greatful.
