Then I wholeheartedly agree, but then again I'm a hopeless romantic after all. Would also be great. NPCs "doing stuff" really doesn't make much difference if no one cares to take notice or if it doesn't involve the PC or if hte PC can't interact with that behavior. Maybe some of the townsfolk like to strap on their armor and weapons and go dungeon-crawling for thrills and profit. You could even have everyone in the whole Fighters Guild hall simultaneously rise up and attack a particular dungeon. I like to encounter other shoppers when I am shopping. In one of mods there are a couple of people fist-fighting. It might be hard to do, but it would be fun if there was someone dressed in black doing some thieving. The blacksmith idle animation from Shivering Isles is great! I would enjoy seeing blacksmiths in Cyrodiil using it. The Shivering Isles floor-sweeping is like what a crazy retarded person would do, but it might be usable here and there in Cyrodiil. I really like the alchemy, reading, and spellcasting practice animations, but the spellcasting practice AI only works indoors.
