I think a team should be assembled to fix the problem. I dont know CS at all so i cant help. But i think that trying to fix something is better than just complaining about it. Unfortunately the complaint ends at complaining about the skills. There is no way to modify the skills using the CS, Bethesda made that function unavailable for modding, along with animations (thus no polearm mods either).
