This happens if you have any mods which drastically lower the terrain compared to how they are in vanilla. To fix the problem without just removing the mod which changes the landscape is not that easy, requires the CS, and a system with a minimum of 1.5gb RAM free. Basically, what you do is load all mods that change landscape into the CS along with Oblivion.esm, without any active file. Go to the heightmap editor, load up Tamriel worldspace, and generate full LOD mesh for the worldspace. Once the mesh has been generated and each quad has been checked to ensure that it was done properly (using nifscope (you won't see any gaps in the mesh)) (you may have to run several passes, moving the good files out of the directory until you have them all), close the CS without saving anything (don't want any .esp, just want the meshes).
