Francescos 4.5 mod weapon stats are wrong

Morning, first time poster here! I've looked in the archives and cant find what I need, so...

 

I've installed Francescos 4.5 mod onto my copy of oblivion (which is on the 1.2.0416 patch)

I've activated the main francesco .esm file (both with and without the optional items / creatures)

I've activated the esp's such as day length modifier and what have you

 

In the game the mod runs fine, leveled lists are removed, new creatures etc turn up when I enable them, its all stable... BUT... all of the weapon stats in game are wrong. For example, with Francesco's an Iron arrow should cause 12 damage, a steel shortsword should cause 9 damage. In game however, they cause 1 and 3 damage respectively. Spells seem to be working fine.

 

Where are these 1 and 3 numbers coming from?? I've checked using the construction set and neither francescos nor vanilla use these figures! I've tried all sorts of esp / esm combos in oblivion mod manager, i've created an esp from the francesco esm to test - no joy - and made sure load order is correct.

 

And now im confused! Has anyone seen this issue before??

...just to make this even more confusing, weapon weights seem to be correct and changing with francescos enabled.

 

Weapon damage is all over the place: ebony shortsword damage is down 2 points from 16 to 14, iron arrows are down from 12 to 1 (with only the vanilla esm enabled, iron arrows and the steel shortsword both deal out 5 points of damage - also wrong!! correct values should be 8 and 9 respectively!) I havnt got any other mods on, honest!!
