Forced windowed mode/not saving correctly

I did explain why I posted here, instead of making a new thread: because our problems are similar enough that I think it wasn't worth it, since a mod could come along and merge them anyway :/ I don't expect hostility for something as small as this. Also:

 

I've seen other threads here and elsewhere reporting the exact same problem across multiple builds but all the threads have died without a solution, so I'm not expecting an easy fix for this.

Where a new windows account seems to work I am wondering if the inis in the old account were set to read only by something?

 

That sounds like you've got something there, I hope it works for MJP1979. The SkyrimPrefs.ini through My Games can be editted, but the other one through Program Files(x86) is read-only. Should I try to change this one? I don't think it will work because when I opened it, the settings inside didn't match my window size (it was like 800x600 and windowed like I prefer, but the actual game looks like 600x350)
