Re-use / Re-distribution query

I've been looking through some Japanese Mods and I'd like an admin judgement on whether one of the mods I've looked at could be a) uploaded on TESnexus and b) Used as a basis for a translated version.

 

The mod in question is "SS Cheat Tools v0.2". Its author is anonymous and there is nothing in the readme about whether (or not) reuse/redistribution is allowed. I would tend to think that if he hasn't said "don't" (and hasn't said who he is) then there shouldn't be any problem if the original version is credited, but what's the official line?
