I'm not quite sure how easy or hard this mod would be to implement, but it might eliminate the problems with anything after level 12 being impossible.

 

Basically, a mod that will make enemies level as though you were 3/4 or so of your current level. So at level 12, it's as though you were level 9 and so on and so forth. This might turn out to be imbalance the game a long way down the line, but if it's as imbalanced as it is at level 13, it's probably only going to get worse for the player if it's not re-balanced in another direction. And the difficulty slider seems to take it too far...

 

If the script could manage to suspend levelling until you caught up with it, that might also help - would be a tidge harder, I imagine, to code, but might make it work with characters who'd already started. Rolling back the levels would be even better, but well... I suspect a little unlikely.
