Ways to disable console? / FOMM fails to update.

I've got two problems, guys:

 

1 - i need a way to disable the console for Fallout New Vegas.

 

I have tried to edit all three inis of the game and i have set the bAllowConsole to 0, and it still works ingame.

 

The main reason is, i can't really control myself when i find a bed or weapon or locked door ingame...i just spoil the game by opening the console and using setownership or unlock or tcl commands... so please, tell me what can i do to disable the console? i know my way around Geck too, if that helps :) (i am using about seven mods, PN, MMUE and some other texture and gameplay mods).

 

 

 

 

2 - i need to update FoMM so i can use BOSS to better sort my mods, but every time i try to use the in-built BOSS sorting tool, it says it cannot access the master list, please update.

 

When i try to update, it crashes instantly, failing the update.
