The tint is probably cc_tat_wht from CC Extra Tints and Tones; the white hair tint could be from the same mod. The hair style... it's hard to tell, but judging from the age of that video (2010), I'm going to guess that it's from Beautiful People Hair REN. (Specifically, ef_har_ren19_0.)
