is Open Cities Skyrim mod still bugged?

i remember like a year ago when there was a quest and i had to talk to a npc but i couldn't find her turned out she was under the city -_-

 

after that i uninstalled the mod

 

after a year i wanted to play skyrim again and wanted to try out the mod again but im afraid if the mod is still bugged and it will mass up my save so is the mod fixed yet?

If you go to the Open Cities forum discussion I'm sure you could figure out whether it is or not by reading recent posts.
