Fallout 3: Game of The Year Edition - Non-responsive halts

I’m hoping I can find an answer here about game freezes, I recently got the Fallout 3: Game of the Year edition and installed and right at the beginning I was experiencing issues. The most common being the game goes non-responsive from the initial ‘launch’ phase once I click play. After that the game runs extremely well, however locks up and goes non-responsive at the most random times, when trying to reproduce it, sometimes it works sometimes it doesn’t. Fast travel, VATS, loading screens, picking up items, and getting 200 rad sickness have all made it crash in addition to just being running through the wastes and it going non-responsive. It has never crashed to desktop, I either have to hope ctrl-alt-del works or perform a hard shutdown.

 

I’ve been in contact with Bethesda Softworks Technical Support, and their support has been less then stellar. Before I even contacted them I performed a patch update, I uninstalled, defragged, checked for driver updates on audio and video, reinstalled checked for the patch and tried again and no difference was made. I also tried purging my temp folder, turning off background programs, none of them seem to give a solid fix.

 

One of my friends frequents the Fallout 3 Nexus site, and suggested I post here seeing if any suggestions, ideas, fixes or if there is a GOTY patch that is eventually coming.

I did download the 1.7english patch from Bethesda, however i'm unsure if thats for the regular game or if the GOTY edition required it's own separate patch. Regardless of installing it, there seem to be no positive or negative outcome of installing it.
