Problem from Mod, Help Appreciated

A while ago I installed some mods. Ever since then hostile NPCs have been acting strangely. It seems to happen after I hurt them once, although I think it happens other times too. Once I step out of their attack range, hostile NPCs stop attacking (unless, of course, if they are a mage or have a bow.) If I'm within normal melee or, depending on the creature/npc, power attack range, they still attack me, but refuse to move no matter how many arrows I pelt at them.

Can someone help me determine what mod is causing this?

Depending on your computer any mod that adds NPC's and or creatures in large numbers can cause this.

This game engine has trouble processing enemy AI when more than a certain number are on screen at any one time, and what you describe starts happening. It can also depend somewhat on your computer and if it can handle the extra actors, but it is a limitation of the engine.

One way to show what I mean is in the IC Market Place in the morning just before shop opening hours. The Merchants and other NPC's will suddenly appear and one by one start their routines while the others stand and wait if they all appear on screen at the same time. That's in the vanilla game without added actors.

As for enemies they will stand around not doing anything, you can walk through them sometimes, hit them and they don't react etc etc. Only after a few have processed their AI and attacked will the next group start to react properly.

OOO requires a lot of processing power, but most of it's enemy NPC's are in dungeons, caves and forts. This doesn't stop the problem, but can alleviate it a bit (I believe) since the game doesn't have to render the outside environment.

As far as I can see from your list OOO would be the one if your computer can't handle it.

Maybe post your system specs here.

Kill boarderless Cyrodil. Edit the ini in your my documents/my games/oblivion folder and turn off the boarder regions instead. Probably won't help a great deal but every mod you can save if your system is struggling will help a little. Also check your background processes and dump any that don't need to be running. If you have a lot of additional hardware and programs on your computer, your game won't be helped.
