Certain mods work while others do not

Hey.

 

After finding my old Oblivion disc I figured I would play through it again, this time with mods.

 

Problem is, certain mods do not work. I'm new to this sort of thing so I dont really understand load orders and such so it might be an issue there.

 

In particular, ImpeREAL City does not work, and neither do (seemingly) any of the Extended [City] mods.

Also, Crowded roads do not work either.

 

There are no conflicts with the exception of ImpeREAL City and Extended Imperial City, so I figured that might be the problem. However neither of them work with the other one unselected.

Some mods are just not compatible, and the last one loaded will rule. That may be the case with the extended Imperial City. It overwrites all, or most of the stuff from the unique districts mod. They both mod the same things in the same world space so their WILL be conflicts.
