pc suggestions or build suggestions?

You can get a solid working Video Card for $50. It won't max anything, but it can get by.

At $1,000 you'll probably be looking at i5-4690K, which has graphics built in.

 

So what can you get for $50... uh... that buys you a GT620, well, maybe GT630 for like $60 with a $10 rebate card.

GT620 is slower than HD4600 you get for free with an i5 and GT630 is like 15% faster.

It's mostly a bunch of freeware as opposed to skyrim etc, but you can see that integrated graphics in 4770K are ~3 times better than a HD5450.

 

Integrated graphics are even better feature-wise.

It's the same on Windows. I could dig up several benchmarks and use "A>B>C => A>C" logic to prove a point, but icba to. They're not even comparable, Haswell's integrated graphics is way ahead.

Well if he wants to fork out the money for a haswell, then I guess a dedicated graphics card is not necessary right now.
