Uninstalling Rockwell Descent and broken NMM

I realized that having The Rockwell Descent installed was the reason that I had no door to the interior of Vault 21. However, since installing the mod several years ago I've broken FoMM by using NMM. I can't get Vault 21 back even though I deleted the .esp file, and all the files associated with the Rockwell Descent mod.

 

Naturally, I assumed that if I got FoMM working again that I could uninstall the mod. However, things did not go well. I downloaded the fork of FoMM hoping that it would run. It started, but detected all of the mods I have that don't have FoMOD files and insisted I delete them one-by-one or it would just close and I would have to replace FoMOD files I never had. I tried it out on a mod I didn't really care about and it gave me an error saying it couldn't access whatever file and it wasn't removed and kept going. I thought this perfect and did it with all of them that it asked for, getting the error each time; including some mod called ORIGINAL_VALUE. FoMM still crashed anyway, refuses to load without going through all of this again, and apparently successfully deleted things.

 

Now, my NMM refuses to load for New Vegas, giving me an error saying "Install Log was not upgraded" because ORIGINAL_VALUE mod is missing.

 

Is there a way to get Vault 21 back, fix NMM, and say "Screw you" to FoMM forever, preferably without having to pull my hair out any more or dealing with FoMM?
