To my knowledge you can not get to the other provinces. They were invented either in Arena or Daggerfall, or added in to give a "Home" To the various races of TES universe. I believe the other provinces are only for show, and everything in the game you should ever have to Do/Kill/Steal/Protect will be in Cyrodill. I understand however that the TR (Tamriel Rebuilt) team is working on creating the province of Hammerfell. It'll be a long while before completion though.
