Where's the Empire horse's stable?

I see they mounted guards, I see the patrols. But where do they keep their horses?? Maybe a small stables outside the gates , along the walls. Only need a couple npc's to attend to the daily chores..and then they could either have a small hut or go into the city after work. BETTER YET....prisoners working the stables during the day in chains.

What about way-point stables between cities? 2-3 stalls, small hut, one worker. I just can't see them walking that far every day without needing to give those horses a break, so they probably could use a fresh horse. HHmmm, maybe the patrol could rest there too and spend the night. I dunno...just an idea that popped into my head while traveling those roads :)
