Making Weapons. What programs needed?

I've seen some mods that include new weapons, made by other people. How would you make new weapons to upload into the game? What programs will be needed to make the weapons, texture, and where would you get new sounds for them? Or if all the weapons that are created just weapons in the game itself, just modded to look different? :confused:

Programs you will need:

 

1) A 3D Modelling program like 3DS Max, Photoshop or Blender (free).

2) A textureing program like GIMP (free).

3) A sound program like Audacity (free).

4) A NIF (NetImerse File) editor like Nifskope (also free).

5) The GECK
