NPC AI Troubles

I have a mod with randomized npc spawns and the guards wont attack the bandits if i set there alarm to 100. The lazy scumbags wont help.

 

Is there some kind of script i can write that can track if a specific enemy from a set leveled lists attacks me to set guards off wihout using global variables? I wanna use local scripts since a lot of npc will be spawning. Maybe have 1 to 2 guards per town the will actually patrol all of town and iad the player.

 

This is breaking the whole concept of my mod. I want giant Battles everywhere!
