If a member disables messages, then it's nothing you can do but pay his attention some other way than PM and ask to enable messages. For that you may try profile comments, though not everyone checks them. Open member's profile and find "add comment" form on the lower right. It can also be disabled. What of the member group that is not allowed to use messages... well, maybe your friend is banned or otherwise restricted, however among three people in your friend list I see no one who ever was.
