non talking NPCs

As part of my mod I have added new NPCs that I think would be best to not have a dialogue option, (Kind of like the "Megaton Settlers" and "Brotherhood of Steel Initiates"). So can someone tell me how I would go about doing this.

Actually, much of the dialogue in fallout is based on either factions that the NPC are members of or the voice type they use. If you want to ensure they won't talk at all, just remove all vanilla factions (if the ones they have are causing them to speak - like doctor or wastelandscavenger) and, more importantly, give them a new and unique voice type. That will stop all of their dialogue.
