Guaranteed Actor Effect on Death - non Vats?

As in the Topic Description. Any way to do this other that scripting or is there a script already available for this?

Do you want thiis to be on an actor or a weapon?

 

Weapon: Make a scripted critical that runs on death. Set it to 100% crit chance and done.

 

Actor: Use OnDeath blocks.
