Cannot [anything] While Guards Are Coming

not sure if it is a general probelm or a quest problem but anyways

 

simplified problem no spoilers

 

after commiting murder in a city on a person i jusst could not stealth kill i recieved a bounty and before a guard could aproach me i ran away and disappeared. The probelm is now that i have run away i can no longer wait, rest or fast travel and keep ettign the generic response "you cannot [insert action] while guards are coming." I really dont want to have to pay the fine and lose my stash of stolen keys i have amassed over time. I tried payng off my bounty through the thieves guild after running the whole way to the next city over and it still did not fix anything.

[not sure if its a part of the quest or not that i am in the dark brotherhood thatis causing this. the guy i killed happens to be the draconis guy who is a part of the imperial legon for the Next of Kin quest for the extermination of the raconis family that you recieve after eliminating everyone in the entire sanctuary. Up until this quest i have been able to stealth all the previous assasinations. This quest has been anoying me a bit sinc ei have not been able to go un noticed for most of these. Is there any way to "assasinate" him rather then the just run in and charge option. For the last 2 murders of this quest i charged the mother but did nto really care with her in the middle of nowhere (got a bounty for it though and it was annoying how she ran so much, i ended up having shadowmere kill her in the end) and the second guy i realized after a unch of failures that i coudl provoke him to attack and have the guard kill him for me. I have tried clearing his table in the upper portion of his house and placing a poisoned apple on his table but have not had any luck with it. Not sure what the scripting for this quest is or if there is any for this that makes me have to get caught for it.]

 

any help for quest alternatives or general ways to fix the problem would be greatly apreciated

If you pay the bounty off at the thieves guild, the guards will still attack you. But... If you go to the guards then and try to talk to the guard while holding the block button, you yield to him. Guards always accept them, so they will stop the attack. Because you don't have a bounty anymore, the guard won't talk to you demanding money or for you to go to prison.
