When it comes to vendors...

Would it be best, or more so "safe" to keep their maximum vendor caps at 30,000? I know that in game when I had a mod that increased all vendor caps by like 10 times there would sometimes be a bug where I would sell my items, but I wouldn't get any caps back for selling them. And I read that it's a game-based issue. So even a custom vendor made in the GECK would more than likely run into similar problems, correct?

I've had some really high caps for testing, and never really encountered any issues, but the thing with working with larger numbers is that they can often become too long for the game to actually be able to deal with. I'd probably say that 30000 is a bit excessive anyway (after all, not many transactions are going to require 30000 caps in one go).

Well,considering GRA adds in weapons that are near that expensive, so I personally find 30,000 to be okay. I heard that others run into problems if the vendor has 60,000 caps usually and even myself has experienced this.
