World Map On A New World Space

I have made a new worldspace and i keep uploading a .dds file as the map, formatted in the exact same way as the oblivion main one, but every time the game loads the world map comes up either blank or as the normal oblivion one. when in the worldspaces editor box It shows the map but its never there in the actual game.

 

Any Ideas???
