Various guards not wearing clothing/armor

Trading caravan guards, westside guards, Dr Usanagi's guards are the ones i've noticed. No ncr or legion guys affected. They don't have any apparel in their inventory. It's been like this since i started my game awhile back with a handful of mods. I ignored it until now because it doesn't bother me all that much but it couldn't hurt to see if anyone knows the problem.
