falloutperson416
Considering that Fallout 3 and New Vegas will run on the same engine, you could transfer mod's bit it would be easier just to rebuild it from scratch.
Yossarian22
if they indeed didnt change anything in the engine, and thats how it looks on the screenshots, we could simply change a number in the mod header and it would work, taken that vegas will still use the same assets fallout uses and the ids didnt change...better body mods, armor and the like should still work though... it doesnt look as if they finally implemented physiced clothing or wind which is a shame since even ps2 games had that kind of stuff yet -.- I doubt the ID entries will be the same. So, it will be difficult to port house or level mods. However, it could possibly work, if you create a tweaked F3.esm, that only hold ID Entries and use this fallout3.esm together with the new vegas masterfile. Would require copy over the bsa archives from fallout3 too of course, Everything, that mostly adds new assets like body replacer, new clothing and weapons should be easy to port. Anyway, its still too early to say anything about the possibilities. We not even know, if they will release a updated geck.

VerbalEarthworm
pc version is as confirmed as anything ever is: http://fallout.wikia.com/wiki/Fallout:_New_Vegas "While New Vegas is not a direct sequel, it will use the same engine and be in the same style as Fallout 3, and is being developed by some of the people who worked on previous Fallout games at Black Isle Studios. It will be set in and around post-apocalyptic Las Vegas. It has a projected release date of Fall 2010 and will be available on the PC, Xbox 360 and PlayStation 3.
