Use Gimp or photoshop. Works like any other texture used by the game, but must be a specific size (512x512). Remember to make a normal map for each texture.

 

Within the CS, you can define new terrain textures under miscelaneous > LandTexture. Most of the settings deal with the havok properties of that texture or determine what grasses will appear.

 

You're pretty much on your own when it comes to making the texture though, although there are some free, open source, tiling textures out there, most of them are likely too low detail or are not something you would want to use.

 

When in doubt, export some of the existing land textures and see how they're done.
