Why is every enterable dungeon/fort/ayleid ruin underground?

It's quite simple guys. In Oblivion you can't join the legion like in Morrowind. Forts in Morrowind had a strategical purpose. Most where close towns, near the main roads, to guard them and protect travelers. Morrowind NPCs are quite static compared to Oblivion ones so they had to give the player the feeling that the legion is present and does it's job. I think the main reason for why they didn't made any actual working/active forts is becouse they had to made another faction/guild for the player to join. So they found this simple solution and turned all the forst into ruins for the player to explore. For those interested there are a couple of mods that add working forts with guards and all the things you would expect to find.

As Pushkatu said there are mods the fix this little problem.

 

This is ImpeREAL Empire-Unique Forts by silentresident

It adds two functioning forts in Cyrodiil, really fantastically done at that.
