People Skating across the ground bug.

When I fight someone or when a npc moves instead of walking or running they skate (or slide rather). How do I fix this?

I've seen this on my PC, but my CPU is dying. So, my answer is get a faster processor.

Ok first of all dumbass, I reinstalled the game BEACUSE IT WAS HAPPENING BEFORE I REINSTALLED and you can't seem to figure out that I didn't have enough time to sort the mods when I posted the load order.
