LE Steady Hand-Like Slow for spellcasting

Looking for someone who might be able to accomplish this, or at least tell me how I can do it (Step by step, since I'm not too familiar with the editing tools or CK)

I was thinking of it working like this: Bind a hotkey that activates a 30% slow time effect given by an item or something. Is this pheasable? Please let me know.

Well you could make an item that's enchanted to do this, and than use a regular hotkey to equip/unequip the item to trigger the effect
