Cannot make weapons do the same damage

I'm trying to make a mod that increases the damage of the weapons from 20th century weapons mod to the levels they are in FWE. The base damage on the 10mm pistol from FWE seems good, and I want the m92 Beretta from the 20th century weapons mod to do about the same damage. Now I set their damage to be the same, and in game they show the same damage. I test the pistols by shooting Mary Holden in the head; she goes down with one shot with the 10mm but it takes like 6 with the Beretta. Then I just set everything but the script for the Beretta to be the same as the 10mm; no effect. What is causing the 10mm to do so much more damage than the Beretta? BTW the load order doesn't seem to be a problem, everything looks good there in FO3Edit.

Part of my problem was that I had 2 m92 berettas, one at full condition and one at about half. Equipping the full one just made it switch to the half condition one. It made quite a difference, but they still don't do the same damage, even though they have the same damage displayed in game.
