Slower NPCs (entire world actually)

in my computer, in combat and out of combat npcs are running at unearthly, unnatural speeds. i would like to lower entire run speed of the world a little bit. is there a mod or some config setting i can change to do this ?

there is no way to slow entire combat speed ?

There is...

Open console and type: sgtm 0.5 (this will slow down game speed at half)

sgtm 1 will bring it back to normal speed.

sgtm 0.1 is a nearly freeze.

You could make a mod, that runs this function only while in combat.
