Pick up every item mod

I want to find a mod, or maybe someone can create one for me that can pick up every useable item. clothing, junk, edible items, armor, weapons..ect.. from every location in fallout 3 as well as from the wasteland itself. both inside and outside. Including character items, but without killing them. I want to essencially clean the entire wasteland up and sort the items myself.

 

Is there a mod or console command to do so. Like.. if i'm in megaton, i enter a command and it picks up or steals every item. Let me know.

As far as I know, there is nothing currently that does this. It should be particularly difficult to do this for the cell that the player is currently in though.

 

You'd basically need to use several reference-walking loops (using FOSE's GetFirstRef, GetNextRef, Label and Goto) to loop through all inventory items and containers, and use either RemoveAllItems or Activate to move them into the player's inventory.
