What causes this? Massive texture problem

So i've recently started experiencing massive textures problems outside and inside of ONLY freeside/the strip, this problem doesn't occur anywhere else in my game that I know of. I have no idea whats causing it and no idea how to find out otherwise because it only happens in one spot. The textures constantly change as I look around and some things are just red exclamation boxes. I'm also not getting any errors in fnvedit or loot which is what I use to sort load order. Heres my plugins/load order. Currently have 139 plugins (i think). I may starting to hit the plugins cap but i'm not too sure. Any help would be much appreciated.
