Wazer Wifle damage drop

Mod order posted below. Not too long ago, my character obtained the Wazer Wifle. When I did, the gun did something like 160 damage, I can't recall the exact value, but it beat A3-21's Plasma Rifle by a small amount. At some point it disappeared from my inventory, my guess is I accidentally used it to repair something. I added it back to my inventory using console commands, using the baseID on the wiki, and it now does only 85 damage.

1. You're sure it was vanilla Wazer Rifle, and not WMK-ed one, or modified by some other mod\compatibility patch ?
2. Run FO3Edit, and check what mod changes it. Change it to what you like.

I had obtained the weapon in the normal fashion, from Biwwy in Little Lamplight. In FO3Edit, the mod that is listed as the override 'winner' is the one with higher base damage, though it is still 40 less than the 'winning' base damage of the A3-21. The reference ID of the Wazer Wifle is also unchanged from the vanilla value. Perhaps there was something unique about the first encounter; is there a way to reset Biwwy's dialog that would allow the player to obtain the weapon again?
