Looping black Screen Near New Vegas Medical Clinic

The main issue I'm having is that when I go near the New Vegas Medical Clinic my game goes into the looping black screen with splashing noises and the fading sounds and it forces me to load a previous save. This is a real pain in the a** becasue it wont let me advance in some story and mod quest.

Any suggestions?

SIDE NOTE: I also run FNV with FNV4Gb program alone with NVSE.

Sounds like you're loading a plugin that was created before the 1.3 patch. Don't do that.
