GECK installation problem

I have my fallout 3 file folder saved to (D), program files, games, Fallout3 then theres (data)

What im haveing a problem with is when i go to install GECK i put it in the fallout3 folder but when i go to use it for 1 it doesnt show up in the folder and 2 if i use an alternate opening (start menu) it says the "liborbisfile.dll" file is missing.. but i see it right in the fallout 3 folder in the L section..

When I install it the way it would normally go.. © program files, bethesda softworks, fallout 3, GECK and try to open it, it says its been installed wrong and i need to re-install it to correct the issue.

Ive tried to install it in the Data folder in fallout3, ive installed it in a SEPERATE folder inside fallout3, ive installed it on the desktop.. and now im pretty much out of ideas. Ive read the FAQ but theres nothing in there about my issue. So i kindly ask for anyones help out there that might know how i can get this resolved.

I do run on Window 7 Ultimate 64 bit. And ive installed Fallout3 on D because ive made a partition and the C drive isnt that big, only about 40 gigs and its almost full just from random programs ive got on there. D drive is my main one and its got over 400 gigs on it.

Thank you all very much. If you have any brainstormed ideas anything would help.
