Can't fire laser detonator in Lonesome Road

[Sweet6Shooter]

Heavily modded, just got to lonesome road, picked up the laser detonator, and it wouldn't fire. If I equip it and fire, then switch to another weapon, it constantly fires/punches. I tried adding it via console commands instead of picking it up, I installed a mod that changes it to a weapon (then deleted it once it didn't work), created new saves, loaded old saves, turned off every single mod, to no avail. I can't continue, since I can't trigger the nukes. Any ideas?
