Constant crash on startup?

I hadn't played Fallout 3 in a while, so I thought I'd boot it up from steam only to find that it crashes on startup every time. I tried uninstalling and reinstalling to no avail. Here's my mod list, but I don't think it's the issue because this same list has run smoothly before.

Yes, I have edited Fallout.ini to only run on 2 cores. Still nothing. I am also running in Windows XP compatibility mode. Still nothing.

hardware specs help, a common problem with this game on PC's. it never ever gets the right data set to specs of the game cuz there is no specs alike .

 

the following are common causes.

1. incorrect display settings
2. incorrect display drivers.
3. Games for windows live preventing load due to not able to find URL
4. Retail version DLC installs succur-rom DRM and this corrupts the systems hardware-and OS.
5. xlive dll...GFWL DRM running on launch stops it cold.
6. bad hard drive
7. bad or wrong video card, unsupported
8. direct x version incorrect.
9. installed into a windows protected folder (AKA) C:\Program Files And Folders (x86) etc.......
10. missing sound card software, Codecs.
11. uncompilable software for visual-basic.......windows updates installed Kill Obsolete data from it's Own supplier. win 8 +8.1 and seven.
12. User accounts setting Enabled too high are not logged on as with user rights.
13. Antivirus Crippled the install programs data files and tagged the data.
14. windows padlocked all the files or just some.

 

and a mile long more problems are Adherent to this game. so, information from you , the more the better, what's here is not even close.

I wonder if I point my riffle-at the water if I might possible hit a fish? understand?

 

where is that fish you have you can't see to shoot.
