Accessless
Let me make one thing clear from the begining. I know nothing about modding games, not Oblivion or any other games. So please be patient with me  Right, I'm trying to make a new soul level 'Black', instead of having grand souls that need to be caught in black soul gems. My problem is that I can't find any way to create/edit soul levels in TES construction kit. Do i need OBSE to achieve this?
Pronam
The soul level system is hard-coded, meaning that if it's possible to modify things it'll be very limited. As Black soulgems can contain every type of sould they make part of the normal system and therefore without doing a reroute it won't be possible. Changing the name of the 'soul level' would simply modify every use of the name ;grand soul; to black.

All you can do is adjust the values for the existing gems.
Accessless
That's a shame. The only other thing close to what I originally wanted to do would be to only give grand souls to humans, daedra, etc and increase the power of all the souls. Why did bethesda make 'black souls' the same as grand?
