mods won't appear

i'v only ever modded oblivion on the xbox and now i have a torrented oblivion for windows xp

i'v downloaded mods for instance halo imperial guards

i put the .esp, meshes, and textures in the data folder

then i botted oblivion, went to data files, and checked the .esp

when i got into the game none of the guards were changed

my oblivion version is 1.0.228 is this the problem? and where can i find the newest update and install it

 

ps. i'v tried other mods and they will not work either

pss. i tried making my own with the construction set so i opened the master file or something and changed the flare spell to 7 damage and it did not change so if i can't get any other help at least maybe you can help me make my own properly
