Annoying moving and flickering black lines.

Honestly I have never had a more annoying problem.

When I play there's these horrible black lines across the walls and floors. The lines move every now and again and then stay in place. Usually if you move they start moving,

I tried a bunch of shadow stripping fixes that didn't work and then I removed shadows entirely which did not work.

What the hell?

This is a problem with the vanilla game and has to do with how it updates the render for shadowing via the sun, its most noticeable outside but can also happen inside cause of heavy use of global lighting.

Tweak that can relieve this is to be made in your Skyim.ini file

[general]

fFlickeringLightDistance=8192

[display]

fsunShadowUpdateTime=.025

fSunUpdateThreshold=1.5

You can find more stuff like that at STEP Wiki

Using Google with Skyrim Shadow, will yield a lot of results for mods and tweaks that change how shadows work as well,

I suggest that you keep shadows low in resolution these things tend to suck performance out of your game the most and well I prefer high fps myself,

Another nice tweak is to up the Blur on shadows,

You can find some nice tweaks at Geforce under Skyrim category.

I think you maybe have problem with SSAO transparency bug...

Which model of GPU you have?

I have an AMD Radeon 7900. With the amount of times I have installed and uninstalled this game I can honestly say this is the first time I have had this problem. What's an SSAO transparency bug? Thanks for your response as well.

Yeah, thanks. I did try a lot of suggestions that people had posted involving ini files, mainly the bluring and the loading distance but I haven't tried your suggestions. I'll have a go and see what happens. Thanks very much for replying as well.

Great advice, I just tried it and as much as it didn't correct the issue it improved it so much that the game is playable again.

I understand Skyrim seems to have a mind of it's own. Thanks you for your help.
