well seeing as that mod got 14 endorsements and nobody else seems to be having a problem with it (including me) it's obviously a problem on your side. Probably a mod conflict, you said that there was a problem with the guard talking to you. I've only had that bug on two occasions, and neither are related to solace.

 

first time was when i added a guard using CM partners, then committed a crime

second time was due to reneers regional bounty, a guard chased me from skingrad to IC and his dialogue got bugged

 

i'd try disabling reneers guard overhaul and seeing how that works
