Pronam
Doesn't look like the right place Tes :)..I've asked for a move. Do you have both the latest version of oblivion and CS? Meaning v1.2.0416 and v1.2 of CS?And the place you've put them, does it have any pathgrids?

Pronam
Pathgrids tell NPCs to walk, without any they might end up behind walls .But if you added the NPC to a vanilla area, then this isn't the problem as it's already there.

I put quest maker in front of the imperial prison sewers and the dude you must kill just across in vilverin...And i put some other 2 npcs there so they can bodyguard him xD...And when i got there....PUF! No quest giver ....No dude you must kill :D
Pronam
Hm, another option. Check their packages by clicking on their AI-button . Maybe they still have packages if you used other npcs to create your own. (Maybe they are walking in skingrad or eating at some place in bruma  )
