FPS drop near light source

I reinstalled Oblivion GOTY on a brand new HDD, then patched, remodded, BOSS'd, Bash'd, and OMOD'd. I did a test run to see if everything was working as intended and, indeed, everything is so--except for one problem:

 

If I am near a dynamic light source--campfire, candle, lantern, or even looking into the sun--I lose anywhere from 10-20 FPS depending on how I point the camera. I have made saves in two problem areas to test various fixes: at the campfire near Vilverin and in The Merchant's Inn at the IC Market.

 

So far I've lowered AA, tried CT's no flicker/pulse mod, turned off shadows and tried linear instead of quadratic lighting. I've switched from HDR to Bloom to none. Nothing has yet resolved the issue.

 

I'm using dual SLI-enabled nVidia 9600GSO with the latest drivers on Windows 7. My system has not changed other than the HDD, and I had no problems before. I think I am missing a tweak or a mod that addresses this issue, so I'll list my mods below just in case. Any suggestions?

Have you tweaked both your system and your vid card as well as the game?

Read the Gamers Graphics & Display Settings guide there also for info on what the settings do.

I've tried--

Triple Buffering, through nVidia control panel and through another program

Disabling Vsync

Specular Distance set to 0

3.0 Shader enabled/activated

And turning up and down many settings in Oblivion.ini

 

Disabling Vsync had the best result for FPS, but I still have lower FPS in the problem areas. I am certain it's a lighting issue; I stood in the middle of the Anvil Docks at night and lit a torch for a 35->23 FPS drop. More actors just makes it worse.

Is this a new charactor or the resurrection of an old one? Try checking the saves in Bash for Bloat and the A-Bomb. The A Bomb in particular does not like flame or particle effects, so hey, ya never know.

 

And Boss your load order. The only thing in that list that should be below the Bashed patch is Streamline. And don't use Streamline unless you're on a low end system. And you're not. If that don't help look at mods that change the way light displays, killing them off one by one. Start with initial glow and max's Natural Environments. If none of that helps is more than likely a mod conflict.
