Retribution
I have a shortcut on my desktop to %windir%\system32\rundll32.exe advapi32.dll,ProcessIdleTasks which clears the system memory cache. Usually when I double click it it has a loading circle for a split second. Yesterday when I did it, it took about 5 seconds to finish, and it's been that way since. I've tried restarting my computer, but it didn't work.

Have you recently installed any software that has background processes, such as Itunes? Itunes has got a bunch of background processes that could potentially slow clearing the cache. One thing I would do, and it wouldn't hurt either way, is run CCleaner or jv16 Lite, and then try the command and see if you notice a difference. EDIT: Also wouldn't hurt to try a defrag.
